And this is the answer:

CABAL. Because it is more than a machine. Maybe even "he is". CABAL is fully sentient, he thinks, he acts, he can even philosophize! Compared to EVA, CABAL is much more advanced, powerful and intellegent. Also, he is programmed with Kane's ideals and goals. Before he rebelled, he was the left hand of Kane- he helped the Brotherhood many times.

EVA is nothing compared to this mighty creation of Kane!

Cabal is too powerful. He too easily manupilated both GDI and NOD. An AI such as that can't be trusted.... ;)
