My other question would be: Is it not possible to modify the amount of max tanks bought?
Last night I played HARD against computer. It bombarded me with a huge load of tanks. There are no tactics involved whatsoever, which to me is A Must.

it is possible but it involves modding the game (via a editor or the ini files)
however i do not know if the is a max unit cap in RA1 (in RA2 and TS there is a buildlimit setting)

Btw, I downloaded a program called: "tibEd". I should be able to pull something off with that, don't you think?

I don't think Tibed has the ability to edit the AI programming.
