Is there a site that allows you to play command and conquer online without downloading or paying for it? or a game similar to command and conquer

It depends on what you mean "without downloading" if you mean without the need to download anything then you are out of luck..
And it depends on what C&C game you want to play....all ways are 100% free.
For C&C1 there is CnCNet (http://cncnet.cnc-comm.com/)
For RA you can play with Westwood Chat (http://www.cnc-comm.com/community/index.php?action=downloads;sa=view;down=23) or you can install the RA 3.03 patch (http://www.cnc-comm.com/community/index.php?action=downloads;sa=view;down=13) and play with an integrated Internet menu.
for TS and RA2 with the latest patch you can play on XWIS, simply click on internet and log in with any username and password (DO NOT REGISTER IT DOESN'T WORK!)
Renegade same as TS and RA2
for Generals, C&C3 and RA3 you just create and account and log in...
If you use the first decade: Download the unofficial 1.03 patch, it has all the stuff mentioned (http://www.cnc-comm.com/community/index.php?action=downloads;sa=view;down=16)

i mean without downloading an entire game. downloading a small file so you can play through your browser is fine or something like that.
i'm using vista so im limited to what i can download
i just want a command and conquer game or something similar that i can play without having to download anything or changing the settings so that it'll work with vista.
i downloaded command and conquer red alert and configured it. only to find out it wouldn't work over the internet and that none of the controls worked

Do you have a download cap or anything? Or do you think only a few programs work on Vista?
I use Vista and I play C&C1 and RA all the time, with no issues...
As for making installing RA and C&C1 easier download these installers they doesn't include the videos which drastically reduces the file size..

Filesize: 99,6 mb
RA95 with CS and AM download (http://www.cnc-comm.com/community/index.php?action=downloads;sa=view;down=21)
Filesize: 125 mb
If you want to see the the videos with these installers just put the CD in your drive! :) (you may have to disable NoCD with C&C95 though...)
These files are exe installers and comes with all fixes and patches you need.

i use to go round my mates house to play a command and conquer on the PS1, can't remember which tho. anyway... which game would you recommend for both xbox 360 and computer (vista)?

I recommend both! I love C&C1 and RA1 so much that I even have a site dedicated to them! (the link is in my sig, click on the image ;))
I don't know why you are asking for Xbox 360...the only "C&C" games on the Xbox 360 are RA3 and C&C3...which I don't even consider to be C&C games...C&C3 is a huge disappointment and I have not even bought RA3 yet...
